Salary: up to £72,883 per annum (Grade 7)

Working: 36.5 hours per week
Birmingham City Council is offering a rare opportunity for motivational and inspirational leaders to join the Council’s drive to achieve excellence in Financial Management. As a Finance Business Partner you will be at the heart of strategic decision making across a range of Council services supporting chief officers and elected members. You will bring an innovative and transformational approach to the modernisation of the Finance offer to the wider organisation and critically you will have a collaborative approach to building high performing teams.
We are recruiting four Directorate Business Partners to support Adults Social Care, Education and Skills, Neighbourhoods Directorates and a number of our Central Services including Customer Services, ICT and HR. Working with the wider finance community, you will have the opportunity to form one of the strongest teams of finance professionals, building the foundations for an exciting and rewarding journey towards excellence in Financial Management with the largest local authority in the UK.

We are working across three key areas to secure the foundations for sustainable improvement – leadership, people and processes:
As a CCAB qualified accountant you will have worked in a similar role, providing advice to strategic and operational management teams and will possess a deep understanding of the key issues affecting the services that you support. You will have a demonstrable track record of influencing strategic decision making to secure improved value for money in the delivery of services to the local community. You will possess a robust approach to financial management, governance and evidence based decision making, upholding the responsibilities of the s151 Officer at all times.
You will have a collaborative approach to building high performing teams and a strong focus upon customer service and maintaining effective stakeholder relationships.
Your knowledge and experience of optimising financial systems and business processes, underpinned by a strong approach governance will be a real asset to our improvement journey and will be applicable across financial planning, controlling and reporting. You will be an expert adviser to the Service Director, Chief Finance Officer, the Assistant Director Service Finance and Elected members.
You must be able to demonstrate extensive financial expertise and experience at a senior level in one or more of the following designated service areas:
Adults Social Care: Preventative services, assessment of need and delivery of care services both directly, through commissioning and partnering arrangements.
Education and Skills: Partnering with Birmingham Children’s Trust, Education and Early Years, Inclusion and SEND and Skills and Employability (including Youth and library services).
Neighbourhoods: a broad range of services covering Street Scene (incl Waste Collection and Disposal), Housing (incl HRA), Regulation and Enforcement and Neighbourhoods (incl Sports and Events, Cultural Development )
Central Services: includes Public Health , Digital and Customer Services, HR and Organisation Development, Partnerships Insight & Prevention and Finance & Governance.
